I personally feel that this is up to your personal opinion. I was living in Tokyo before I moved back late last year due to job, I have many Japanese/foreign friends who were pregnant and gave birth to healthy kids.
Of course, I wouldn't recommend visiting places close to the nuclear plant.
However, do note that you have to do a lot of walking in Japan especially Tokyo/Kyoto so make sure your gyane clears you on that else self drive in Hokkaido or Kyushu should be quite relaxing.
Personally me and hubby also avoid selecting Japan as a holiday destination not to mention for baby moon. Radiation impact can only see in long term. Why risk it when there are so many other places to go?
In my second trimester and came back yesterday from a 2 week long Japan babymoon with the husband.
One week in Tokyo and One week snowboarding in Niseko. It's pretty fun and radiation is something that doesn't bother me. I don't wish to live in a bubble. If you are planning to babymoon, have a blast!
