Advice needed: si sen brown rice

Just bought it from supermarket, thought it's the usual instant cereal like those cerelac, etc. Reached home then notice we actually need to cook it on low heat. So abit different.

Anybody knows whether need to cook until boil? Or I can actually make warm milk as usual then put the powder inside the milk?

Hi, I don't know much about this brown rice, but I read that US Consumer Reports had raised concerns about arsenic level in brown rice see this http://www.huffingtonpost.com/dr-gary-ginsberg/whats-the-advice-for-arse_b_2218448.html for example. So moderation in consumption is advised. But for us Asians who consume rice a lot everyday, we need to find out whether similar danger exists.
